§ 14-3. Permits.

  • (a)

    No building or structure shall be erected, altered, repaired or re-located until a permit has been issued by the department. The application for an issuance of such permit shall be in accordance with the requirements of the building codes hereinabove set forth, except that no permit shall be issued until application for such permit has been submitted along with the appropriate fee therefor. Every application for a permit shall be made at the city hall with the clerk. Every application shall be completed in form and substance as such is established by the department. Each application shall be accompanied by the payment of the appropriate fee as follows:

    (1)

    The building permit fee for residential and commercial construction shall be in an amount as established by the mayor and council from time to time.

    (2)

    Residential repair, alteration or construction includes only repairs, alterations or construction of improvements on immovable property by the owner thereof of one or more rooms which are arranged, designed or used as living quarters for such owner. All other alterations, construction or repair of improvements shall be deemed commercial. Any residential construction upon which the owner fails to provide a firm contract or estimate of the costs thereof shall be subject to a fee assessment in an amount as established by the mayor and council from time to time.

    (3)

    Electrical permits shall be required in connection with any alteration, erection or construction of electrical facilities in connection with the construction of any residential or commercial improvements. The fee for each electrical permit shall be in an amount as established by the mayor and council from time to time, whether or not such construction is residential or commercial.

    (4)

    A plumbing permit shall be required in connection with all construction, alteration or improvements to any structure whether commercial or residential which permit shall be issued upon the payment of a fee in an amount as established by the mayor and council from time to time.

    (5)

    Inspections. Each permit issuance will result in three inspections. A building, electrical and plumbing permit must be obtained for any residential repair or alteration, provided, however, that no fee for the issuance of a permit for such repair or alteration shall be required.

    (6)

    Demolition. Permits shall be required for all demolitions. Each demolition shall be carried out in accordance with a safe and reasonable manner and notice of any such demolition shall be first provided to the city before commencement thereof. No fee shall be required in connection with the issuance of a demolition permit.

    (b)

    Prior to the issuance of any building permit for the construction of improvements on land located in a floodplain area, the owner and/or contractor shall first certify by form duly approved by the department that all elevations of such final construction will be sufficient to meet all applicable local, state and federal regulations.

    (c)

    All commercial construction shall first receive approval by the state fire marshal. No commercial construction, alteration or repair on improvements shall be performed by anyone other than a duly licensed contractor or subcontractor.

    (d)

    Before any gas or electric utility company shall connect any utility service to any structure or site within the city, the subscriber for said service will first have to obtain from the city a permit for this connection, which permit shall be posted on the utility box or meter.

    (e)

    The department of regulatory codes and permits shall not issue said permit until such time that the subscriber has obtained all necessary permits and paid all necessary deposits for gas, water and sewerage.
